ONESOURCE Indirect Tax is Thomson Reuters' enterprise suite for sales and use tax, VAT and GST: the Determination engine calculates tax inside ERPs, and companion products handle exemption certificates, returns, e-invoicing and reconciliation for multinationals.
Independently scored, one dimension at a time. Every dimension is sourced, and we say whether a claim is published, reported, or estimated.
The features page cites rates, taxability and logic for 205+ countries and territories, 460,000+ product and service codes and 60,000+ jurisdictions, with 2.8 million content changes handled in 2023 and monthly updates per the help center. Returns content covers 1,200+ US state, county and city forms with e-filing in 33 states plus Canada, VAT and GST returns in 62 countries with e-filing in 38, and Pagero e-invoicing in 90+ jurisdictions. Counts vary by page (the hub cites 68,000 tax authorities), so ask for the jurisdiction and form list that matches your footprint.
Thomson Reuters cites pre-built integrations for 60+ financial systems, and its status page tracks connectors for SAP (ERP, S/4HANA, Ariba, Business One, Commerce Cloud), Oracle Fusion and EBS R12, Dynamics 365, AX and GP, NetSuite SuiteTax, Coupa, BigCommerce and Salesforce Subscription Management (checked 9 October 2026). Two SAP integrations hold SAP Endorsed App status (blog, 3 June 2024). The help center's integration list (4 February 2026) shows several connectors unavailable on the EMEA AWS region, Workday is reached through a partner build, and no QuickBooks Online, Xero or Sage Intacct connector is listed.
Thomson Reuters' security profile for ONESOURCE Indirect Tax Determination lists SOC 1 reports for its AWS and OCI deployments dated March 2026, a SOC 2 report for OCI dated June 2026 and October 2026 bridge letters (Whistic profile, checked 9 October 2026); Pagero adds SOC 1 and SOC 2 Type 2 reports and ISO 27001. Committed transactions are stored in an audit database, Log Center keeps SOAP requests for at least six months (2026.02 release notes) and SAML single sign-on is supported. The report types for Determination are not stated in the document titles, the AWS SOC 2 report on file is dated June 2025, and the US general terms exclude liability for penalties, interest and taxes.
The features page claims 10 million transactions an hour at 40 milliseconds each, with auto scaling and zero-downtime content updates, and Determination Anywhere runs the engine in containers at the edge (checked 9 October 2026). Enterprise Cloud runs on AWS in the Americas and EMEA and on OCI in the Americas and MENA, per the status page. That page also logged intermittent calculation failures on OCI production for about five hours on 5 October 2026 and a 33 minute REST outage on 11 August 2026. API rate limits are unpublished; the general terms (version 5.1, 1 June 2025) allow metering or other usage restrictions on features.
The Determination help page lists a phone line available 24 hours a day plus a case dashboard. The ONESOURCE Guide to Support (published 21 January 2026) sets standard P1 targets of one business hour to respond and two business days to restore, against one hour and eight hours on premium support, which is sold per contract for Determination and Pagero. Custom integrations fall outside the SLA and are repaired on time and materials. PeerSpot shows 4.4 of 5 from only 4 reviews, one of them asking for faster fixes on open incidents.
In-product AI has shipped: AI Product Classification in Determination (announced 20 October 2025), Sales and Use Tax AI (launched 15 January 2026), exception handling in Indirect Compliance and a read-only CoCounsel Data Discovery skill for configuration data (help center, 31 March 2026), each with a person in control. For outside agents there is no public MCP server: Thomson Reuters publishes no endpoint, tool list or documentation for one, and the official MCP registry lists none (checked 11 October 2026). The route is the API set: REST and SOAP calculation plus Configuration APIs with create, read, update and delete (help center release notes), with REST documented only for order-to-cash flows in the US, Canada and EU VAT.
Thomson Reuters publishes no timeline. Forrester's June 2022 study, commissioned by Thomson Reuters, found implementations of three months to a year and modeled about 10 months and 391,440 dollars of initial cost for a 5 billion dollar company. Work runs through Professional Services, Certified Implementer firms and system integrators, the only sandbox is a UAT environment, and customers on Determination Original faced a forced move when it was retired on 1 July 2026.
No product page shows a price, a unit or a fee; all route to a demo request (checked 9 October 2026). The only product-level numbers in public sit in Forrester's 2022 vendor-commissioned model (210,000 dollars a year for Determination, 70,000 dollars for Compliance), and Vendr's 13,784 dollar median covers every Thomson Reuters product. One useful thing is public: the general terms, which allow renewal increases with 60 days' notice and reserve the right to charge for APIs through the order form.
Written by the Audit Friendly research team. No vendor edits, no sponsored placement.
The purchase is a tax engine with a suite around it. ONESOURCE Determination answers one call from the ERP with sales and use tax, VAT, GST or excise, using content Thomson Reuters says covers 205+ countries and territories and updates monthly. Separately licensed products add exemption certificates, US and Canadian returns (1,200+ forms), VAT returns in 62 countries, Pagero e-invoicing in 90+ jurisdictions and e-invoice to return reconciliation. For a multinational on SAP, Oracle Fusion or Dynamics 365, that is one vendor from calculation to filing, with SOC 1 and SOC 2 reports on both of its clouds.
The catch is cost, effort and uneven plumbing. No price is published; the only product-level anchor is a 2022 Forrester study paid for by Thomson Reuters, which modeled $280,000 a year in licenses and $391,440 to implement for a $5B company over about 10 months. Thomson Reuters documents the REST calculation API only for order-to-cash flows in the US, Canada and EU VAT, which points other countries to the older SOAP service. Determination Original was switched off on 1 July 2026, the status page shows about five hours of intermittent calculation failures on the Oracle cloud region on 5 October 2026, and the general terms leave penalties and interest with the customer. Hiring demand is thin as well: 26 live Audit Friendly postings name it, against 131 for Vertex on the same 4 October 2026 count.
Before signing, get these in writing: the quote split by product and by country coverage, a cap on renewal increases (the terms allow them with 60 days' notice), the price of premium support and whether 24/7 P1 help is included, API rate limits, the cloud region you will run in with its current SOC 1 and SOC 2 reports, which countries your connector reaches over REST versus SOAP, and how long you keep reporting access after termination.
Jobs, mapped to how finance teams actually buy.
The ERP calls Determination in real time when an order or invoice is created, and the engine returns tax by authority and records committed transactions in an audit database. Pre-built connectors exist for SAP ERP and S/4HANA, Oracle Fusion and EBS, Dynamics 365, NetSuite SuiteTax and Coupa. Thomson Reuters says rates and rules are updated monthly without downtime.
ONESOURCE Sales and Use Tax powered by CoCounsel moves data from source systems into returns, validates it and leaves final review and sign-off to the tax team. Content updates arrive monthly. Thomson Reuters claims large enterprises cut the cycle from 30 days to 11; the launch release and product page give no source for the figure.
Indirect Compliance loads ERP data, maps it to tax codes, runs checks and fills VAT and GST returns, EC Sales Lists, Intrastat, SAF-T and SII outputs. Reviewers can annotate, adjust and finalize working papers before submission. The CoCounsel version adds exception classification and proposed fixes that a person accepts or overrides.
Pagero creates, clears, sends and receives e-invoices and connects to government platforms. Thomson Reuters says it serves more than 65,000 active e-invoicing customers and is accredited by the French tax authority as an approved platform. ONESOURCE Reconciliations then matches e-invoices to VAT return boxes line by line.
Announced on 20 October 2025, AI Product Classification in Determination reads a product description and proposes codes from the US product tree for a person to approve. Thomson Reuters says 100 SKUs can be bulk classified in about five minutes, which is the vendor's claim. Low-confidence items still need a specialist.
Determination Anywhere runs the engine in containers close to the source system and syncs content and configuration from the cloud. For the 22 August 2026 disaster recovery test, Thomson Reuters said the cloud calculation service would stay up while the user interface and reporting were offline for six hours. Capacity figures are vendor claims.
Forget the 40-row feature grid. Pick a finance workflow and see how this tool and its closest peers actually do it, with our verdict on who wins for whom.
Here's what it really costs: published rates where a vendor lists them, aggregated quote data where they don't, plus a path to your own number.
The tax calculation engine, sold as an annual subscription. Forrester's 2022 study says licensing depends on geographic coverage and modeled $210,000 a year for a $5B company (reported).
VAT and GST return preparation and e-filing, licensed separately. Forrester's 2022 composite paid $70,000 a year for the Compliance module, which the study describes as reporting and return filing (reported).
US and Canadian return preparation with e-filing in 33 states plus Canada. No price or unit is published.
E-invoicing and continuous transaction control compliance across 90+ jurisdictions, sold as its own product.
Exemption certificate management for Determination and e-invoice to VAT return reconciliation. Each is quoted separately.
Per contract for Determination, E-Invoicing and Pagero: 1 hour P1 response, 8 hour restoral target and 24/7 P1 assistance, against 1 business hour and 2 business days on standard support.
Implementation and API setup help is scoped and quoted separately; developer portal docs seen on 9 October 2026 describe hourly billing. Custom integrations broken by an upgrade are repaired on time and materials (support guide, 21 January 2026).
Developer portal docs seen on 9 October 2026 say no additional license is needed with an active Determination Enterprise Cloud subscription. The general terms reserve the right to charge for APIs through the order form, so confirm it in the quote.
No ONESOURCE Indirect Tax page shows a price, a unit or a fee (checked 9 October 2026). Forrester's June 2022 Total Economic Impact study, commissioned by Thomson Reuters, modeled 210,000 dollars a year for Determination and 70,000 dollars for Compliance for a 5 billion dollar company, with licensing based on geographic coverage. Vendr's 13,784 dollar median spans all Thomson Reuters products, and CostBench's 156,500 dollar figure rests on five reports for the whole ONESOURCE suite. Ask for a quote split by product and region, and for the multi-year escalator in writing.
Thomson Reuters retired ONESOURCE Determination Original on 1 July 2026 (help center, published 31 August 2026). Hosted legacy customers lost tax calculation at 12:01 AM Eastern that day and kept reporting access only until 31 August 2026. On-premise installs keep running without content updates, patches or support, and the notice says license terms no longer cover continued use. Mainstream support for a licensed version typically ends 24 months after its release, so plan upgrades as a recurring cost.
The help center's REST endpoint page (23 July 2026) says the REST Tax Calculation API can be used for order-to-cash integrations in the United States, Canada and European Union VAT regions, and names no others. The same page lists REST for the Americas AWS region and says other regions will be supported in the future, while the status page reports REST incidents on the Oracle cloud region, so the documents disagree. The SOAP service has published endpoints in all three regions, so treat it as the route for other countries until Thomson Reuters confirms otherwise. Ask in writing which API, cloud region and countries your connector will use.
The US General Terms and Conditions (version 5.1, 1 June 2025) say Thomson Reuters is in no event liable for penalties, interest, taxes or other amounts imposed by a government authority, and cap liability at the fees payable in the prior 12 months. Charges can rise from the start of each renewal term on 60 days' written notice, and the agreement renews annually unless either party gives 30 days' notice or the order form says otherwise. Use beyond the ordered scope is billed at the order form rate or current standard pricing, whichever is greater. Negotiate a renewal cap and a clear scope definition before signing.
The ONESOURCE Guide to Support (published 21 January 2026) gives standard customers a one business hour response and a two business day restoral target for a P1, against one hour and eight hours on premium support, which is sold per contract. The product support lifecycle page lists 24/7 assistance for P1 requests as a premium benefit. Custom integrations and custom code sit outside the SLA and are fixed on time and materials. Restoral targets also depend on involving Professional Services or Product Support at go-live.
Thomson Reuters' status page reports intermittent tax calculation failures for SOAP and REST in the OCI Americas production environment between 1:47 PM and 6:48 PM Central on 5 October 2026, and a REST outage there from 1:52 to 2:25 PM Central on 11 August 2026. OAuth latency hit AWS and OCI production for about half an hour on 5 August 2026, and a Reports and Analytics data delay was open on 8 October 2026. Each notice promises a root cause analysis. Ask for those documents, the uptime commitment for your region and whether Determination Anywhere is quoted as a fallback.
Scored on what an outside agent can actually reach: the documented API, how it authenticates, and whether the vendor ships an MCP server.
Exists: No public MCP server. Thomson Reuters publishes no MCP endpoint, tool list or documentation for ONESOURCE Indirect Tax on its product pages, help center or public developer pages (checked 11 October 2026). A GitHub repository search found no ONESOURCE MCP project, and the official MCP registry has no Thomson Reuters ONESOURCE entry (its io.onesource listing is an unrelated blockchain data tool). The closest published feature sits inside the product: the CoCounsel Data Discovery skill for Determination answers plain-language questions about configuration data and is read-only (help center, 31 March 2026). Thomson Reuters may offer more to signed-in developer portal users, so ask whether an MCP server is available to customers.
Scope: With no public MCP server, the scope that matters is the API set. Thomson Reuters documents REST and SOAP tax calculation, including reversal of audited transactions over REST, and Configuration APIs that create, read, update and delete companies, establishments, registrations, custom rules and currency rules (help center release notes, 2024 to 2026). The developer portal catalog, as seen on 9 October 2026, also lists Certificate Manager and exemption certificate APIs, transaction extracts, and Sales and Use Tax configuration, compliance and content services. The in-product Data Discovery skill reads company, jurisdiction and registration setup and cannot change it.
Turnkey: No. An agent needs custom tools built on the APIs and credentials set up for the customer's tenant. Developer portal docs seen on 9 October 2026 say API access is requested through a Customer Success Manager and reviewed in about 48 hours, an administrator then assigns roles on an API admin tile, and production credentials are the customer's job. The same docs say the Configuration API is included with a Determination Enterprise Cloud subscription and that rate limits may apply; confirm both with Thomson Reuters, since the general terms reserve the right to charge for APIs.
In-product AI: Thomson Reuters announced AI Product Classification for Determination on 20 October 2025, and its April 2026 blog says CoCounsel returns up to three commodity code suggestions with confidence scores for a person to approve. ONESOURCE Sales and Use Tax AI launched on 15 January 2026 to prepare returns from source data for final human sign-off, and Indirect Compliance powered by CoCounsel classifies exceptions and proposes fixes with reversible actions. The outcome figures attached to them, up to 65 percent less reporting time and up to 75 percent less audit exposure, are the vendor's claims.
The release adds a Net Taxable Basis field to the REST response, four product groups in Product Classification and corrected PST on Canadian motor fuel exports. EMEA production went live on 8 September 2026.
Thomson Reuters said ONESOURCE Pagero covers 90+ jurisdictions and 65,000 active e-invoicing customers, and that it now holds Leader placements in four IDC MarketScape categories.
Hosted tax calculation on the legacy engine was switched off at 12:01 AM Eastern, with reporting access kept until 31 August 2026. On-premise installs stopped receiving updates, patches, support and content.
The agentic return preparation product became available to US corporations and accounting firms, with 1,200+ returns and e-filing in 33 states plus Canada. Time and audit savings quoted at launch are vendor claims.
Thomson Reuters said the e-invoicing business it acquired in February 2024 would take the Thomson Reuters name as part of one platform for indirect tax and e-invoicing.
Thomson Reuters announced generative AI classification of products and services in ONESOURCE Determination, saying hundreds of records can be classified in minutes (vendor claim).
Thomson Reuters publishes no price for any ONESOURCE Indirect Tax product, and no public benchmark isolates it (checked 9 October 2026). The closest anchor is Forrester's June 2022 study, commissioned by Thomson Reuters: its composite customer with 5 billion dollars of revenue in 70 countries pays 210,000 dollars a year for Determination and 70,000 dollars for Compliance, rising 4 percent a year (reported).
Budget for implementation separately. The same study models 391,440 dollars of initial implementation cost, including 200,000 dollars of third-party help. Pagero, Certificate Manager, Sales and Use Tax, Reconciliations and premium support are each quoted on their own.
Smaller buyers have no public reference point. Vendr's 13,784 dollar median covers 140 purchases of every Thomson Reuters product, so it says little about a tax engine deal.
The US General Terms and Conditions (version 5.1, last modified 1 June 2025) apply unless the order form says otherwise. The agreement renews automatically each year unless either party gives 30 days' written notice, and Thomson Reuters may raise charges from the start of each renewal term with 60 days' written notice. Liability is capped at the fees payable in the prior 12 months, and penalties, interest and taxes imposed by an authority are excluded.
For data, committed transactions sit in the Determination audit database and can be pulled through Reports and Analytics or the transaction extract REST APIs, and the Configuration API supports export and import of configuration. When Determination Original was shut off on 1 July 2026, hosted customers kept reporting access only until 31 August 2026, so agree the post-termination access window in writing. Log Center keeps SOAP request XML for at least six months.
Thomson Reuters publishes no standard timeline. Customers interviewed for Forrester's 2022 study reported three months for simple business models and up to a year for complex ones, with later business units going faster than the first; Forrester modeled about 10 months with four internal people at 40 percent of their time.
The work is shared between the indirect tax and ERP teams, Thomson Reuters Professional Services and partners: a Certified Implementer Program for accounting and consulting firms and an Implementation Partner Program for system integrators. Expect to own product mapping, custom rules and exemption certificate loading. Involve Professional Services or Product Support at go-live, because the support guide ties restoral targets to that handoff.
Only with custom work. Thomson Reuters publishes no MCP server for ONESOURCE Indirect Tax: no endpoint, tool list or documentation appears on its product pages, help center or public developer pages, and the official MCP registry lists none (checked 11 October 2026). The nearest published feature is in-product: the CoCounsel Data Discovery skill for Determination answers plain-language questions about configuration data, read-only (help center, 31 March 2026).
The documented route is the API set: REST and SOAP calculation and Configuration APIs with create, read, update and delete, plus the certificate and transaction extract APIs listed in the developer portal catalog as seen on 9 October 2026. A developer would have to wrap those as tools and obtain API credentials for the tenant. Inside the product, the AI features belong to Thomson Reuters' own CoCounsel, with human review before filing.
