Oracle Cloud EPM Tax Reporting calculates the income tax provision, country-by-country reporting and Pillar Two top-up tax inside Oracle Fusion Cloud EPM, for multinational tax departments whose consolidation and close already run on Oracle.
Independently scored, one dimension at a time. Every dimension is sourced, and we say whether a claim is published, reported, or estimated.
The provision calculates from legal entity to consolidated group across national and regional jurisdictions, with ownership management, currency translation and multi-GAAP tax rates added in update 26.05. Oracle's Cloud Hosting and Delivery Policies (version 3.13, September 2026) target 99.9 percent availability, and each subscription includes a test and a production environment. Pillar Two and several 2026 features need the hybrid-optimized application model, and the admin guide states no entity or jurisdiction ceilings.
Oracle's Getting Started Guide for Administrators (2 October 2026) lists SOC 1 (SSAE 18) and SOC 2 reports, bridge letters, an ISO certificate and a security assessment report for Cloud EPM in the Oracle Cloud Console. The admin guide (30 September 2026) says audit tracking is on by default for all task groups, including data, security, rules, approvals and journals with old and new values, and it documents approval unit hierarchies, cell-level security and four predefined roles. The product files no returns, and the audit grid shows the top 2,000 matching records before export.
The Data Integration guide (30 September 2026) lists prepackaged queries for Oracle Cloud ERP General Ledger, adapters for E-Business Suite and PeopleSoft balances through the EPM Integration Agent, NetSuite sources and flat files, and it moves data between Tax Reporting and Financial Consolidation and Close. Smart View gives Excel access, and REST APIs and EPM Automate cover automation. SAP and other non-Oracle ledgers arrive through the agent or files, and the docs name no connector to a specific tax return product.
Oracle publishes a dated global price list (8 October 2026, read 10 October 2026) with the unit, monthly price, minimums, optional services and a stated standard three-year term: $500 per hosted named user per month with a 25-user minimum for EPM Enterprise. The three peers compared here publish no list price. Contract prices are negotiated, implementation fees are unpublished, and no public benchmark isolates Cloud EPM deals.
Coverage includes US GAAP and IFRS provision at national and regional level, interim provision, return to accrual, tax losses and credits, valuation allowance by account (26.04), country-by-country reporting with an OECD XML package (26.07) and a Pillar Two model with transitional safe harbors and top-up tax allocation. The gaps are real: no income tax return preparation or e-filing, no GloBE Information Return output in the documentation, and no vendor-maintained rates, since the admin guide says the customer inputs tax and apportionment rates.
Oracle's Cloud Hosting and Delivery Policies (version 3.13, September 2026) promise service request assistance 24x7x365 and a 15-minute response target for Severity 1, and the SaaS pillar document includes platinum-level SaaS support in every SaaS subscription. The product page points to free Oracle University training and a Cloud Customer Connect community of more than 200,000 members. The policies describe a general SaaS support desk and name no tax-specific team, and configuration help usually comes from the implementation partner.
Oracle documents generative features inside the product: an RTA Automation AI Assistant (26.05), a Reporting Agent (26.07) and IPM Insights summaries, plus six EPM Assistants listed for Tax Reporting in the admin guide dated 30 September 2026. There is no first-party MCP server: the public MCP registry had none on 10 October 2026, and Oracle's Features with AI guide routes external agents through REST APIs with OAuth 2. An unofficial community MCP server on GitHub wraps seven EPM REST calls. EPM Assistants need a separate Fusion Applications environment with AI Agent Studio, which caps the score.
Deloitte, which sells Oracle Tax Reporting projects, says a global tax reporting implementation typically takes nine months and claims six weeks with its Fast Track templates, noting US multinationals may take longer (page checked 10 October 2026). The admin guide shows the load: application creation, jurisdictions and entities, metadata, Data Integration, tax automation rules and rate entry. Most enabled features cannot be disabled later without creating a new application, so design mistakes are expensive.

You are buying a business process inside Oracle Fusion Cloud EPM Enterprise. It runs on the same EPM platform as Financial Consolidation and Close and can use the same metadata, per Oracle's guide. The provision runs from legal entity up to the consolidated disclosure under US GAAP and IFRS, at national and regional level, with interim provision, return to accrual, the tax account rollforward and journal automation. Country-by-country reporting and a Pillar Two top-up tax model sit in the same application. Oracle publishes the list price: $500 per named user per month with a 25-user minimum (price list dated 8 October 2026, read 10 October 2026).
The catch is scope. The product calculates and reports. It prepares and files no income tax returns, and the documentation dated 30 September 2026 describes no GloBE Information Return output. The country-by-country XML comes from a downloadable package that runs through Narrative Reporting, and your team submits it. Oracle ships no statutory rate content: the admin guide says you input tax and apportionment rates by legal entity. Tax Reporting is unavailable on the cheaper EPM Standard subscription, so the list floor is about $150,000 a year (Audit Friendly estimate). The assistants that draft journals and return to accrual setups need a separate Fusion Applications environment with AI Agent Studio.
Before signing, get in writing how tax users count against the 25-user minimum if the company already owns EPM Enterprise, and whether the extra applications for Tax Reporting and Narrative Reporting carry no license fee (the price list, as read on 10 October 2026, shows the additional application line at $0). Confirm the term (the same list states a standard three years), the renewal cap, which OCI realm will host the environment and whether generative AI is available there. Ask the implementation partner for a fixed scope that covers the trial balance integration, tax automation rules, rate maintenance, a parallel close and the auditor walkthrough.
Jobs, mapped to how finance teams actually buy.
The provision calculates current and deferred tax from legal entity to consolidated group at national and regional level, then produces the effective tax rate reconciliation and disclosure schedules. Book data arrives from the ledger or from Financial Consolidation and Close through Data Integration. Interim provision uses an annualized estimated effective tax rate plus discrete items.
The Pillar Two feature covers GloBE income, covered tax, the effective tax rate and top-up tax, with transitional safe harbor tests (de minimis, simplified ETR and routine profits) and entity classification. Updates in June 2025 and April 2026 added allocation of top-up tax to low-taxed entities and to the parent that pays under the income inclusion rule. The documentation describes calculation and reporting; it describes no GloBE Information Return filing output.
CbCR automation maps book and tax data into the report, including data held on custom dimensions since the November 2025 update. The XML file and a validation text file are generated through Narrative Reporting with Oracle's downloadable package. Your team submits the files to the local tax authority; Oracle does not transmit them.
RTA automation rules post return-to-provision differences to the chosen period, with options to apply the prior-year rate and to bifurcate equity items. The assistant takes plain English instructions for scenario, source year, posting period, entities and jurisdictions, then builds the configuration after the user confirms. Oracle notes that the assistant's chat history is not retained and that generative AI must be enabled first.
TAR automation builds the tax account rollforward and calculates journal data, and the admin guide describes creating consolidation journals in Financial Consolidation and Close. The Tax Journal Assistant drafts those journals from natural language inputs and asks for user approval before creating them. It runs in AI Agent Studio on a Fusion Applications environment.
Task Manager assigns and tracks close tasks by owner, reviewer, due date, jurisdiction and tax year. Supplemental Data Manager collects inputs that never reach the ledger through forms with their own audit history. Approval unit hierarchies route entity packages through owners and reviewers, with separate approvals available for CbCR.

Here's what it really costs: published rates where a vendor lists them, aggregated quote data where they don't, plus a path to your own number.
The subscription that includes Tax Reporting: provision, interim provision, IFRS, CbCR, Pillar Two, Task Manager and Supplemental Data. One business process with a test and a production environment. Price from Oracle's list as read on 10 October 2026.
Alternative metric for the same Enterprise subscription, priced on hosted employees instead of named users. From Oracle's price list as read on 10 October 2026; confirm the rate with Oracle.
Listed for reference, from Oracle's price list as read on 10 October 2026. Oracle states that Tax Reporting is not available in the EPM Standard subscription.
Adds another business process, such as Tax Reporting beside Financial Consolidation and Close, or Narrative Reporting for CbCR XML. Named users are still licensed. From Oracle's price list as read on 10 October 2026.
Optional. Oracle operators must request customer-approved, temporary access before they can reach your data. Listed with the unit Each on Oracle's price list as read on 10 October 2026; ask Oracle whether the fee is yearly.
Optional isolated hosting: US Government Cloud, UK Sovereign Cloud or EU Sovereign Cloud for EPM, each on its own price line on Oracle's list as read on 10 October 2026. Ask Oracle whether the fee is yearly.
A separate Fusion line on the same price list, as read on 10 October 2026. EPM Assistants run in AI Agent Studio on a Fusion Applications environment; confirm with Oracle whether this line applies to you.
Delivered by an Oracle EPM partner or Oracle Consulting. No fee is published.
Oracle's Getting Started Guide for Administrators (2 October 2026) states that Tax Reporting is not available in the EPM Standard subscription. EPM Enterprise lists at $500 per hosted named user per month with a 25-user minimum on the price list dated 8 October 2026 (read 10 October 2026). That is about $150,000 a year at list (Audit Friendly estimate), even for a five-person tax team. Companies that already own EPM Enterprise are in a different position, because the additional application line lists at $0 per hosted environment. Get the user count and any uplift into the order document.
The product page (checked 10 October 2026) describes importing return details from, and exporting provision and trial balance data to, separate tax compliance software. The admin and user guides dated 30 September 2026 contain no return forms and no mention of a GloBE Information Return. Country-by-country XML is produced with a downloadable package through Narrative Reporting, and the user guide says to contact the local tax authority to submit it. Buyers who want provision and US return preparation in one system should shortlist a compliance suite as well.
The admin guide (30 September 2026) says Tax Reporting requires you to input the national income tax rates and the regional income tax and apportionment rates at the legal entity level. Pillar Two follows the same pattern: the global rate, jurisdictions, entity classification and automation rules are configured by the customer. Nothing in the documentation describes a vendor-maintained rate or law content feed. Name an owner for rate maintenance each period and add a review step before the close.
The Getting Started Guide for Administrators (2 October 2026) says EPM Assistants require AI Agent Studio and cannot be deployed within Cloud EPM alone; a customer without Fusion Applications must provision a Fusion environment first. The Operations Guide (1 October 2026) limits generative AI to certain OCI realms, and the Features with AI guide says environments not on update 26.04 or later lose generative AI after July 2026. The RTA Automation AI Assistant is the exception, because it sits inside Tax Reporting once generative AI is enabled. Ask Oracle which realm your tenancy uses before counting on any of it.
The admin guide (30 September 2026) says that, with one legacy exception, a feature cannot be disabled once it is enabled; removing it means creating a new application. Custom dimensions can be added only when the application is created. Pillar Two requires the application to be converted to the hybrid-optimized model first. Settle the feature set and dimensionality in design, and prove them in the test environment before touching production.
The Operations Guide (1 October 2026) says monthly updates reach test environments on the first Friday and production on the third Friday. A customer can ask to skip automatic updates for at most three upcoming monthly cycles, for example to protect a quarter-end or year-end close. Skipped environments receive no security fixes until they return to the main code line, and they need more testing when they do. Plan regression tests of provision calculations around that calendar.
Scored on what an outside agent can actually reach: the documented API, how it authenticates, and whether the vendor ships an MCP server.
Exists: Oracle publishes no MCP server for Cloud EPM or Tax Reporting. The public MCP registry listed no Oracle EPM server on 10 October 2026, and Oracle's Features with AI guide (1 October 2026) describes external AI tools reaching EPM through published REST APIs. A community project on GitHub, fmepm/oracle-epm-mcp-server, wraps seven EPM Cloud REST calls for Claude Desktop. It is unofficial, and its README tells users to get IT, security and compliance approval before connecting a real environment.
Scope: The REST APIs that Oracle marks as applying to Tax Reporting cover applications, jobs, business rules, data slices, data import and export, metadata, substitution variables, approvals and security, plus tax-specific copy data, clear data and a translation diagnostic report added in the October 2026 update, which reaches production environments on 16 October 2026. A Get Application Summary endpoint returns an AI-oriented markdown description of the application. The community MCP server exposes seven of these calls, including running a rule, exporting a data slice and changing a substitution variable, so it reads and writes. Its README uses a sample application named Vision and does not mention Tax Reporting. It also says the server signs in with basic authentication only and does not cover OAuth 2, so it fails for accounts with multi-factor authentication (read 11 October 2026).
Turnkey: No. An administrator creates the OAuth 2 client (Oracle recommends OAuth 2, and basic authentication fails for users with multi-factor authentication), assigns EPM roles and decides what an agent may touch. Oracle's guide says the customer owns model selection, prompt design, security boundaries, auditability and output review. Oracle's success program for conversational interfaces built with Claude or ChatGPT covered FreeForm and Planning only as of 1 October 2026.
In-product AI: per Oracle's documentation, the Return to Accrual Automation AI Assistant (26.05) turns plain English instructions into an RTA configuration after the user confirms, a Reporting Agent (26.07) answers questions about report grids, and IPM Insights flags anomalies with generative summaries. Six EPM Assistants are listed for Tax Reporting, including a Tax Journal Assistant (26.09) that drafts consolidation journals for approval. The assistants require the EPM Enterprise subscription plus a Fusion Applications environment with AI Agent Studio, and generative AI is offered only in certain OCI realms.
The Oracle Fusion Cloud Service Global Price List dated 8 October 2026, as read on 10 October 2026, lists EPM Enterprise at $500 per hosted named user per month, 25-user minimum, and states a standard three-year term.
A new EPM Assistant drafts consolidation journals from TAR journal posting data and asks for approval before creating them in Financial Consolidation and Close. Production environments received the update on 18 September 2026.
The July 2026 update put the CbCR OECD XML package and local filing instructions in the Downloads page and withdrew them from Oracle Marketplace. The same update added the Tax RTA Assistant template for AI Agent Studio.
Update 26.05 added a generative assistant that configures return to accrual automation from plain English instructions, and tax rates that differ by GAAP and income type within one period.
The April 2026 update automated allocation of income inclusion rule top-up tax to the paying parent entity and added valuation allowance tracking by account at national and regional level.
The November 2025 update let CbCR automation map source data held on custom dimensions, such as product or business unit, into CbCR accounts.
Oracle publishes list pricing. Tax Reporting is part of the EPM Enterprise subscription, which lists at $500 per hosted named user per month with a 25-user minimum on the Oracle Fusion Cloud Service Global Price List dated 8 October 2026 (read 10 October 2026). That is about $150,000 a year at list for the minimum (Audit Friendly estimate). An employee-based metric is also listed at $40 per hosted employee per month with a 5,000-employee minimum; confirm that rate with Oracle.
If the company already runs Financial Consolidation and Close on EPM Enterprise, the additional application for Tax Reporting lists at $0 per hosted environment, so the question becomes how many tax users must be added. Expect to negotiate from list, and budget separately for an implementation partner. Neither the discount nor the services fee is published.
The price list, as read on 10 October 2026, states a standard term of three years for Oracle Cloud Service subscriptions, so confirm the term in the order document. Oracle's Cloud Hosting and Delivery Policies (version 3.13, September 2026) give 60 days after the services period ends to retrieve your content, after which Oracle deletes it.
During the term, data leaves through Smart View in Excel, Data Integration exports, REST APIs, EPM Automate and application snapshots. Oracle keeps daily backups for 60 days, and files and snapshots in an environment are deleted after 60 days, so long-term provision archives need their own storage. Ask for the renewal cap and termination terms in the order document.
Plan on a partner. Deloitte, which implements the product, says a global tax reporting implementation typically takes nine months and claims six weeks with its Fast Track templates, noting that US-based multinationals may take longer (checked 10 October 2026). Oracle publishes no timeline of its own.
The work is building the application, entities and jurisdictions, the trial balance integration, tax automation rules and rates, then a parallel close. You need a head of tax, a Tax Reporting administrator, the EPM or consolidation team, and IT for identity and integration.
Partly, and only after admin setup. Oracle offers no MCP server for Cloud EPM. Agents reach it through the documented REST APIs with OAuth 2, which can read an application summary, export data, run rules and jobs, and import data. An unofficial community MCP server on GitHub wraps seven EPM REST calls for Claude Desktop. Its README says it signs in with basic authentication only, which does not work for accounts with multi-factor authentication.
Oracle's own route is EPM Assistants: six agent templates listed for Tax Reporting that run in AI Agent Studio on a Fusion Applications environment. For external AI tools, Oracle states that the customer owns model selection, security boundaries, auditability and output review.
