The verdict

A broad CPM suite with published prices; AI agents and non-Oracle data take extra work and money.

Written by the Audit Friendly research team. No vendor edits, no sponsored placement.

You are buying a suite. EPM Standard bundles Planning, Financial Consolidation and Close, Account Reconciliation and Narrative Reporting at $250 per named user per month. EPM Enterprise adds Tax Reporting, Profitability and Cost Management, custom planning cubes, Groovy scripting and the AI features at $500 (Oracle price list dated 10 September 2026). The engine is Essbase, Smart View is the Excel front end, and Oracle ships an update every month. On Oracle Fusion ERP, actuals load and budgets write back through prebuilt adapters.

The catch is in the packaging. Each subscription allows one application per environment, so Planning and Consolidation live in separate environments, and a second application on Standard lists at $2,500 a month. The AI Oracle markets sits behind the Enterprise tier, and the EPM Assistants also need an Oracle Fusion environment running AI Agent Studio. There is no first-party MCP server. Data from SAP, Workday, Salesforce or Snowflake comes in by file, the EPM Integration Agent or Oracle Integration Cloud, which means scripting or a partner.

Confirm in writing before signing: the named-user count (occasional viewers count), a cap on renewal increases (Redress Compliance reports uncapped renewals rising 5 to 10 percent), how many environments and applications are included, and whether Standard covers your scope before you pay for Enterprise. Ask the partner for a week-by-week plan per business process. If AI agents are in the business case, get the price and prerequisites of the Fusion AI Agent Studio environment.

  • Enterprises on Oracle Fusion ERP or NetSuite that want planning, consolidation and reconciliation from one vendor, with prebuilt actuals loads and budget write-back.
  • Hyperion Planning or HFM shops moving to cloud that want to keep Essbase-style models, Calc Manager rules and Smart View habits.
  • Finance teams that need a published list price to budget the software line before a sales cycle starts.
Not for
  • SAP-centric finance teams that want native live connections to S/4HANA; SAP integration here runs through files, an agent or Oracle Integration Cloud.

Redress Compliance warns the move converts perpetual licenses to per-head subscriptions, so segment users before you count them.

Plan the three statements from one driver set

Financials, Workforce, Capital, Projects and Strategic Modeling ship as prebuilt modules on EPM Standard (Oracle docs, checked 30 September 2026). Contract
One application per environment

Oracle's docs say each EPM Standard and EPM Enterprise subscription lets you create only one application per environment (checked 30 September 2026). Running Planning and FCC therefore means separate environments, each with test and production. The price list shows an additional Standard application at $2,500 a month per environment, while the Enterprise line lists 0.000. Count every business process you plan to run before choosing a tier.

AI
The AI is an Enterprise feature, and the agents need Fusion

Oracle's subscription page says AI, GenAI and Intelligent Performance Management features are available only on EPM Enterprise, with Auto Predict the exception. EPM Assistants also require a Fusion Applications environment with AI Agent Studio enabled, identity federation and a confidential app (April 2026 What's New). An EPM-only customer should price that environment before counting agent benefits.

Compliance
Rule-driven data changes skip the audit log

Oracle's Planning audit documentation says data changes are captured only when made in a data form; changes from business rules, data maps or direct Essbase loads are not in the audit log. User and group administration is not in audit reports either and must be pulled through EPM Automate or REST. Since September 2026, role assignment audit reports reach back only 14 days for application roles and 120 days for granular roles, so archive them on a schedule.

Monthly updates you cannot defer for long

Oracle applies each monthly update to test environments on the first Friday and to production on the third Friday (September 2026 schedule). From September 2026, an environment can stay on a one-off patch for at most six months, and after three self-service skips only three more months can be skipped. Budget admin time every month for regression testing of rules, forms and integrations.

Pricing
Named-user pricing and uncapped renewals

A hosted named user is anyone authorized to access the service, whether or not they log in (Oracle price list definitions, 10 September 2026). Redress Compliance reported on 7 August 2026 that uncapped EPM renewals can rise 5 to 10 percent each term and that then-current-rate language resets discounts. Ask for user-band pricing, a written renewal cap and discount continuity.

Digital Assistant skills retire in November 2026

Oracle's July 2026 readiness notes say the de-support date for EPM Skills for Oracle Digital Assistant is finalized for November 2026, and point customers to AI Agent Studio instead. Teams using ODA for EPM chat need to rebuild on AI Agent Studio, which in turn needs a Fusion Applications environment. Generative AI also stopped working on environments older than the April 2026 (26.04) update from July 2026.

A community server, fmepm/oracle-epm-mcp-server (MIT license, built by an independent Oracle ACE consultant, created April 2026), wraps the EPM REST APIs. Oracle Integration, a separately licensed Oracle product, can publish integrations a customer builds as MCP servers; that is a generic route to the EPM REST APIs with no EPM tools included. Oracle's September 2026 update says its regrouped REST API guide can help customers who are creating MCP servers based on REST APIs.

Scope: The community server runs locally and exposes 7 tools: list applications, read and update substitution variables, run business rules, check job status, export data slices and test connectivity. That makes it read and write over Planning objects. Oracle's REST APIs reach further: Import Data Slices writes only to cells the caller can edit, and April 2026 added Get Application Summary (an AI-focused markdown summary), Export Data and Export Form Data, with Insights APIs for agentic use added in August 2026.

Turnkey: No. The community server needs Node.js or a desktop extension, EPM credentials and Claude Desktop configuration. Oracle's EPM Assistants are JSON templates for AI Agent Studio that Oracle describes as implementation accelerators needing customization, and they require a Fusion Applications environment with AI Agent Studio, identity federation and a confidential application. Since September 2026 Oracle runs an Implementation Success Program for customers building conversational interfaces with ChatGPT/Codex, Claude or other agents, aimed partly at finding missing REST APIs.

In-product AI, hedged: Oracle's AI feature table lists Advanced Predictions, Auto Predict, Predictive Planning, Bring Your Own ML, IPM Insights, Monte Carlo simulation and a Reporting Agent for Planning, and AI and GenAI features are Enterprise-only except Auto Predict. Oracle announced a Planning Agent in October 2025 and markets it as detecting variances and generating scenarios (demo posted 6 January 2026), but the AI feature table checked 30 September 2026 does not list it, so general availability is unconfirmed. The vendor claims better forecast accuracy and no independent account confirms it. Generative AI requires environments on the April 2026 (26.04) update or later.

Who wins for whom: Teams that want prebuilt modules linking income statement, balance sheet and cash flow: Oracle Cloud EPM. Enterprises planning across finance, workforce, sales and supply chain in one platform: Anaplan. SAP shops that want data actions, value driver trees and Rapid FP&A content: SAP Analytics Cloud.

Oracle Cloud EPM

Prebuilt modules link three statements. EPM Standard ships prebuilt Financials, Workforce, Capital, Projects and Strategic Modeling modules, and Oracle says income statement changes roll to the balance sheet and cash flow; Enterprise adds custom cubes, Groovy and Monte Carlo simulation.

Where it loses: EPM Standard limits Planning to one input and one reporting cube, so custom cubes, Groovy logic and most AI features need EPM Enterprise at $500 per user a month with a 25-user minimum.

Anaplan

Three statements in one model. Anaplan plans revenue, opex and capex across all three statements in its Integrated Financial Planning app, and the same platform carries workforce, consolidation, sales and supply chain models with scenario modeling and Forecaster ML forecasts.

Where it loses: Builds are mostly partner-led, Vendr says services often cost 50 to 150 percent of first-year subscription, and a workspace's Polaris or Classic engine cannot be changed later.

SAP Analytics Cloud

Data actions drive the reforecast. SAC planning models carry versions, allocations, data actions, value driver trees and up to 1,000 predictive time series models, and SAP's Rapid FP&A content plans P&L, balance sheet and cash flow with driver-based logic and rolling periods.

Where it loses: Only Planning Professional seats can create planning models and data actions, and SAP's 2024 UK G-Cloud list priced that seat at GBP 1,316 a month against GBP 109 for Planning Standard.

SAP and warehouse connectors built in. Anaplan's Data Orchestrator lists 14 import connectors, including SAP HANA, BW and ECC over OData v4, Salesforce, Snowflake, BigQuery, Databricks and Oracle Database, with writeback pipelines to Snowflake, Databricks, Oracle and cloud storage.

Where it loses: There is no native NetSuite, Workday HCM or Sage Intacct connector, so those systems arrive through files, CloudWorks or an integration platform, and Data Orchestrator is sold in capacity packages.

Two-way with SAP systems. SAC imports natively from S/4HANA, BPC, BW, SuccessFactors, Concur and IBP, exports approved plans back to BPC, S/4HANA, IBP and BW, and holds live connections to HANA, Datasphere, BigQuery and Snowflake.

Where it loses: NetSuite appears only as an Open Connectors CRM source while Workday, Business Central and Sage Intacct are not listed, and data audit skips anything loaded by an import job.

Through the community MCP server or a custom REST client, Claude can list applications, read and change substitution variables, run business rules, poll jobs and export data slices, and through Import Data Slices it can write values into cells the service account may edit.
Claude can't
Claude cannot connect to a hosted Oracle MCP endpoint because none exists, and it cannot use Oracle's EPM Assistants without a separate Fusion Applications environment running AI Agent Studio. Anything the REST APIs do not expose is out of reach, which is why Oracle runs a program to find those gaps.

What does Oracle Cloud EPM cost for a typical enterprise finance team?

List prices are published: $250 per named user per month on EPM Standard with a 10-user minimum, and $500 on EPM Enterprise with a 25-user minimum, on a three-year standard term (Oracle price list dated 10 September 2026). At list, 50 Enterprise users cost $300,000 a year and 50 Standard users cost $150,000 a year (Audit Friendly estimate).

Large discounts are common on Oracle deals but are not published. Redress Compliance reports viewer-level bands near $80 a month and renewal increases of 5 to 10 percent where no cap is negotiated. Implementation by Oracle Consulting or a partner is a separate cost.

What are the contract terms, and how do you get data and models out?

Oracle's standard term for cloud subscriptions is three years, priced monthly per named user. Redress Compliance reports that Hyperion perpetual licenses generally cannot be converted directly into cloud subscriptions, so plan for the support and subscription overlap.

Oracle takes a daily environment backup and artifact snapshot, keeps them for 60 days in the same OCI region, and documents scripts to copy snapshots elsewhere or keep them longer. Snapshots and data exports can be pulled with EPM Automate or the REST APIs. Ask Oracle to put the post-termination retrieval window in the order.

How long does implementation take, and who does it?

An independent Oracle EPM partner publishes 6 to 10 weeks for one planning model with actuals, 12 to 20 weeks for a connected three-statement and workforce build, and 16 to 26 weeks for Planning plus Consolidation (fmepm.com, checked 30 September 2026). Multi-country programs are scoped separately.

Builds are done by Oracle Consulting or a partner; GM Financial used Oracle Consulting. Oracle's Implementation Success Program adds design reviews by EPM Development, and you still need a trained service administrator for monthly updates after go-live.

Can Claude or another AI agent operate Oracle Cloud EPM?

Partly, with build work. Oracle has no first-party MCP server as of 30 September 2026. A community MCP server (fmepm/oracle-epm-mcp-server) runs locally and lets Claude list applications, read and update substitution variables, run business rules and export data slices through the REST APIs.

Oracle's own REST APIs add Import Data Slices for writing data and, since April and August 2026, agent-oriented APIs such as Get Application Summary, Export Data and Insights.
